We’ve noticed that certain US-based retailers have begun listing her. If you choose to order from them, you might be able to find her under the name Yae Sakura Mandarin Gown Ver.
With that said, this list will be updated once Japanese hobby shops begin to open their pre-orders. Until then, you may order from miHoYo’s TMALL shop. Depending on where you live, a proxy may be required.

Her release date is set for Jan. 2020 / 2020年1月 versus Dec. 2019 / 2020年1月. Due to her being an import, her price is also around ¥5,000 higher than her Chinese store price.
